Patch 4.3 PTR: New valor point weekly caps, dungeon point rewards

The new 5-man instances, End Time, Well of Eternity, and Hour of Twilight, now award 150 valor points for each random completed, up to seven per week. The valor point cap per week has been increased to 1,000 points -- but interestingly, the cap for using the random Dungeon Finder is higher than the actual cap.
