Why there is no player housing?

Several MMOs have player housing. Players can buy a land, build a home, decorate it. It gives them lot of things to do, and many of these are creative, entertaining activities.Many-many WoW players suggested the same and Blizzard always refused it. It's strange, considering Blizzard wants to create a "casual-friendly" game, and what can be more casual than furnishing your little home.
